Abstract Entering the new century, the actual FDI scale in China shows a rapid growth. However, there are significant quantitative and qualitative differences in different regions, bringing about a major impact on regional economic development. It is especially disadvantageous for the central west regions. This thesis analyzes the FDI scale of absolute differences, relative differences, the quality and efficiency differences and differences among provinces in east, central, and west regions. It is found that a number of factors lead to the formation of these differences, including the agglomeration economy factors, policy factors, the market factors, cost factors, industry differential factors, human capital factors and location factors etc. Then, this article puts forward policy recommendations for FDI optimal allocation.
