Abstract Based on social network theory, this paper studies the formation of entrepreneur clusters in Wenzhou and Ningbo and analyses how the social capital initializes the entrepreneur grouping process. The result reveals that the personal social capital forms social network with the facilitation of regional culture, common value and group trust; in return, social network triggers more entrepreneurs and leads to entrepreneur clusters. The study also shows that the social network of Wenzhou entrepreneurs is of strong ties, homogeneity and self organization, while the network of Ningbo entrepreneurs is of weak ties, heterogeneity and hetoro-organization, having a strong hold of external resources and likely to bring about industrial advancement.
