Abstract:The data factor is a key productive factor of economic development in the era of the digital economy. The data factor participates in the whole process of social reproduction through market-oriented allocation, and plays an irreplaceable and important role in promoting the flow and allocation of various resource factors, and smoothing domestic and international economic cycles. The cultivation of data factor market has become the intrinsic requirements and inevitable choices for building new development paradigm of China's economy. First, on the basis of theoretical definition and feature description, this paper explains the logical mechanism of the cultivation of China's data factor market to facilitate the construction of the new development paradigm, which includes promoting the improvement of total factor productivity by unblocking factor circulation, and supporting the smooth circulation of domestic and international economies by enhancing economic resilience. Then, this paper respectively focuses on the four aspects of copyright delimitation, market-oriented allocation, opening and sharing of the market, and participation in income distribution. The constraints of the cultivation of China's data factor market under the new development paradigm are summarized. Finally, given the above constraints, this paper proposes to nurture a data factor market by strengthening copyright confirmation, building a high-standard market system of data factor, expanding its opening and sharing, and contributing to the participation of data factor in income distribution which will provide strong support for promoting the construction of a new development paradigm.
