Local cadres are the basis of understanding the operation of China's administrative system, and their behavior is deeply affected by the attention distribution of the administrative system. In the early stage of the epidemic, it was hit by systemic risks and the administrative system was not functioning properly, which can be understood from three levels: facing institutional gaps and crisis situations, local cadres were keen to undertake process responsibility and avoid result responsibility; the inertia of traditional incentive mechanism involved the effect of new incentive mechanism in the mutational situation; The system “crash” and epidemic information “black hole” coexisted. In the face of these challenges, the top decision-making level guided the attention distribution of cadre groups through three institutionalized ways of power authority, incentive and resource allocation, and effectively promotes the transformation of the administrative system from “multi task” to “crisis management”. The results show that China has made rapid progress in epidemic prevention and control and resumption of work and production, which highlight the advantages of “China system”.
