Abstract:The public vocational training in Japan is a typical quasi-market mechanism. This mechanism includes the demanders and providers of public vocational training, and the contents of public vocational training. Although the central government and local governments are leading force of the public vocational training, enterprises, enterprise alliances, social societies, foundations, unions, NPOs, commissioned public training agencies, etc. can provide public vocational training service for citizens, too. The public vocational training in Japan has inspiration value on 4 aspects: (1)to build a common law on the public vocational training, (2)to build a series of independent institutes to provide public vocational training, (3)the providers of public vocational training should be diversified, (4) limited competition among providers of public vocational training.
