Abstract: “Going global” strategy is the significant strategy proposed by the infrastructure industry in China under the background of “the Belt and Road”. Internationalizing enterprises embedded in dual networks constitutes the micro organizational environment, while project portfolio is the main business mode for infrastructure companies. Based on the view of network embedding and dynamic capability, this study develops project portfolio management capability scale which is divided into opportunity perceptive ability, resource integration ability and portfolio restructuring ability. We also test the relationship between dual networks embeddedness, project portfolio management capability and internationalization performance. Results indicate that both home country and host country network embeddedness have positive influence on internationalization performance, and various dimensions of project portfolio management capabilities partially mediated the relationship between dual network embeddedness and internationalization performance. The conclusions can guides infrastructure companies to adopt the strategies like “Going global in group” and “Rooted in local markets”.
