Abstract Base on knowledge management and organizational learning theory, this paper proposes a conceptual model about the mediating effects of organizational learning on the relationship of knowledge inertia and service enterprise performance to solve the paradox about knowledge inertia. 211 KIBS enterprises are chosen as the research objects to implement this empirical study from Yangtze River Delta region and Pear River Delta region. The result shows:(1) Procedural inertia and informational inertia will hinder the promotion of service enterprise performance directly, the procedural inertia also can indirectly hinder the promotion of service enterprise performance through two kinds organizational learning activities of exploitative learning and exploratory learning, the informational inertia can indirectly hinder the promotion of service enterprise performance only through exploitative learning.(2) Experiential inertia not only won’t hinder the promotion of service enterprise performance, instead will indirectly promote the service enterprise performance through exploitative learning and exploratory learning.(3) In addition, the organizational learning including exploitative learning and exploratory learning both take directly positive effects on the promotion of service enterprise performance.
