Abstract The traditional cultural tourism development patterns mainly include three types: museum development pattern based on the exhibition of traditional cultural resources, technological innovation development pattern with cultural innovation as the mainstay and the integrated development pattern with the support of the related industries. The shared problem among them is that on one hand the utilitarian orientation of cultural development and the exhibition of regional culture are not sufficient; on the other hand they isolate the continuity and integration of cultural space and hinder the synergetic conservation and exploitation of cultural resources. The necessity of the synergetic development of regional cultural tourism is reflected in the integrated conservation of cultural resources, evasion of the industrial isomorphism of regional cultural tourism and deepening regional tourism cooperation; in the meantime, respect should be paid to demand of interests-related parties including government, market, enterprises and the public etc. In path selection, the interactive three-dimensional synergetic system of “strategy-culture-organization” should be built with strategy synergy as the lead, cultural synergy as the core and organization synergy as the guarantee so that a synergetic development path of regional cultural tourism with a clear objective is formed.
