Abstract With the Translog Stochastic Frontier model to decompose the TFP of the service industry from 1990 to 2012, this article analyzes the heterogeneity of service industries from the perspective of efficiency evolution. The result shows that: first, government expenditure and market-oriented reform have a positive effect on technical efficiency. Because of the interactive influence from the technology structural change, the significance level of import-export trade and FDI have improved. Secondly, the dominant factor of service industry TFP grows from technical efficiency change into technical progress, but the progress has been slow and the technical efficiency level is low, and the extensive features of service economic growth are still obvious. Thirdly, due to the systematic obstacles and some other in-depth problems, the levels of scale efficiency and allocative efficiency are quite low, the scale efficiency of some sub-industries even shows a deteriorating phenomena.
