Abstract The purpose of the study is to build scientific management mechanisms of the agent grain-reserve system in emergency from the perspective of its operation regulations. First, based on literature and research from Grain Bureau and other relevant units, the paper analyzes intersubjective structure of agent reserves system and its framework of early warning subsystems, command dispatching subsystem, support subsystem, information subsystem and evaluation subsystem. Next, from the perspective of system and general mechanisms, the paper explores the operation rules of the agent reserve system from the aspects of information conduction, organization coordination, interests balance, resources reserves and institutional constraints. Finally, the management mechanisms are proposed which mainly include dynamic mechanism, operation mechanism, coordination mechanism and support mechanism according to the operation rules. The operation rules and management mechanisms may provide theoretical basis and policy suggestions for the Chinese local governments to continuously improve the agent grain-reserve system in emergency.
