An Empirical Analysis on Technological Innovation Capacity of Hi-tech Industry on Provincial Scales in China |

Abstract Objective and scientific evaluation on technological innovation capacity of Hi-tech industry on provincial scales in China is of great importance to national hi-tech industry rational distribution, regional sustainable development of hi-tech industry and driving the overall economic growth and the upgrading of the industrial structure. This paper constructs evaluation index system of technological innovation capacity of Hi-tech industry of provincial scale from three aspects: innovation investment, innovation output and supporting environment; and with principal component analysis(PCA) the researchers conducts dynamic evaluation and comparison analysis on technological innovation capacity of Hi-tech industry on provincial scales in China in four periods of the eighth, the ninth, the tenth and the eleventh five-year plan respectively. The results show that technological innovation capacity of Hi-tech industry on provincial scales in China has great regional differences, and has the gap widening trend; to increase the technology innovation investment of hi-tech industry is the key measure to accelerate the enhancement of technical innovation capacity of hi-tech industry; and the local government’s support to the hi-tech industry is the important factor to affect technological innovation capacity of hi-tech industry.
