Abstract Since the Copenhagen meeting, low-carbon economy has become a global consensus. Carbon trading is the only way for market mechanisms to develop low-carbon economy. As a unified national carbon trading market system has not yet been developed, China is at the bottom of global carbon trading chain. Therefore, it is imminent to establish a unified national carbon trading market system. Based on the principle of carbon emissions trading, this paper analyzes the real significance of carbon emissions trading for China’s development of low-carbon economy, then discusses three aspects of establishing a unified national carbon emissions trading market.
