Abstract This paper reviews the literature on the relationship between trade and environment and Pollution Haven Hypothesis, and analyzes the H-O model including the environment elements and pollution haven hypothesis theory. Then this paper improves the input-output method, calculates the coefficient CO2 emissions for the total amount of emissions and the intensity in China’s industries, testifies the pollution heaven hypothesis through calculating net exports consumer index after ascertaining the high emissions industry, and at last puts forward policy suggestions on industry distribution and pollution industry transfer.
