Abstract This study reviewed the differences and limitations of two research approaches of behavioral integration's （BI） construction and measurement of top management team （TMT）, and illustrated the TMT BI construction, which includes decision－making participation, open communication and team cooperation. Based on 325 TMTs of government institutions, state－owned enterprises, private enterprises and European & American companies, this study made the exploratory and confirmatory factor analysis, and the validity & reliability test, and then the measurement scale of TMT BI are developed from the observable behavioral perspective. This study also made comparative analysis of TMT BI across the organizations and corporate stages.
