Abstract This paper presents a meta-analysis of the empirical literature on horizontal technology spillovers from foreign direct investment (FDI) in China by collecting information from 55 published papers to test those factors and their degrees which affect FDI spillovers effect. Our meta-analysis results suggest that the indices construction have significant effect on the conclusion of FDI horizontal spillovers effects in the literatures. The probability of significant FDI horizontal spillovers effects is lower in the literatures which distinguish FDI horizontal and vertical spillovers effects. The data characteristics have greater influence on the conclusion of FDI horizontal spillovers effects by which lower the probability of positive FDI horizontal spillovers effects by using new data and also lower the probability of significant FDI horizontal spillovers effects by using long span data in their studies. However, results also highlight that the controlling variables have minor effects on
