Abstract the circulating theory based on the Marxist Economics which had played important role in the process of building market economy is encountering the puzzle . The cause of the theory is Orthodox Economics, which tries to design the institute and mechanism without touching the private right of property neglecting the separate theory to the circulating industry because it is competitive. The lags of theory development are accompanied with the risk of the development of the industry, so we should innovate and develop the theory continuously and make it fit to the tendency of the age.
