Abstract This paper uses panel data and translog cost function to analyze the returns to scale and the productivity in electric power enterprises between China and Japan. The conclusion is the short-term returns to scale is increasing but the long-term return to scale is decreasing in both China and Japan’s electric power enterprises; compare to Chinese electric power enterprises, Japan’s enterprises have high energy utilization efficiency and high the productivity.
