Abstract：The reform of Party and State institutions is an important measure to comprehensively deepen the reform and promote the modernization of the national governance system and governance capacity. Since the Reform and Opening-Up, the reform of Party and State institutions can be divided into three stages, which present a consistent historical logic in terms of reform methods, focus, goals, and other aspects. In the new era, the reform of Party and State institutions has distinctive characteristics, including adhering to and strengthening the comprehensive leadership of the C.P.C, putting the people at the center, promoting the modernization of the national governance system and capacity, adhering to problem orientation, adhering to system coordination and efficient operation, and adhering to the unity of the rule of law and reform. In the future, it is necessary to solidly promote this round of reform through measures such as adhering to the leadership of the C.P.C, improving ideological awareness, strict reform discipline, firm political will, strict implementation of plans, smooth and orderly progress, unified local implementation, and implementation of statutory staffing.
