Risk Chains in Yifu Resettlement Areas: An Interpretation Framework for Social Stability Risks in Relocation Areas of Ex-situ Poverty Alleviation and Resettlement

Abstract:In the early stage of ex-situ poverty alleviation and relocation, due to differences in the perception of poverty between the government and immigrants, relocation meant that a risk environment was brewing. During the transition period of life, due to the disconnection of government support policies, the livelihood of immigrants is in a sustainable dilemma, coupled with the activated desire for development, the risks are perceived by the immigrants, and cautious resistance or self-help becomes the norm. Under the social amplification mechanism, these unstable elements may cause social stability risks,with the characteristics of the risk transmission chain of “risk environment-risk perception-risk behavior-social amplification-social stability risk”, showing a two-way transmissibility, aggregation, and diffusion. In this way, in order to achieve the stable development of the resettlement area, it is necessary to speed up the construction of the social stability risk early warning index system in the Yifu resettlement area, do a good job in risk assessment, and explore the formation of an effective governance path based on the characteristics of the resettlement area.
