Abstract:Service-oriented governments can be founded by rebuilding the relationship between the governments and the citizens, adjusting the functions of the government, innovating regulatory measures, re-engineering government performance evaluation mechanism as well as constructing administrative accountability system and so on. Furthermore, six fundamental changes should be realized: (1) from “government-centered” and “power-centered” to “citizen-centered” and “right-centered” (2) from “social administration oriented” to “public service oriented” (3) from “force-based” to “negotiation-based” (4) from “internal assessment” to “public satisfaction”(5) from “accountability movement” to “accountability legalization”(6) from “making decisions for people” to “providing services for people.”
