Abstract:The aim of this paper is to contribute to knowledge on the post-disaster restoration in China, within the context of a twinned provinces assistance policy. Using Popple & Leighninger’s (2011) “choice analysis”, this paper examines four dimensions of China’s counterpart assistance policy decisions: bases of allocations; financing benefits; delivery structure; and types of benefits. Furthermore, much scholarship on China emphasizes its vertical policy-making structure and does not pay as much attention to its horizontal approach of policy administration. China’s counterpart assistance policy serves to illustrate the horizontal nature of partnerships in China.
