Abstract Based on social learning theory and social information processing perspective, the paper explore the multilevel influencing mechanism of ethical leadership on followers' reporting of ethical problems in organizations. Through collecting data from 302 employees of 67 workgroups in two times, the results show that the ethical leadership has a positive effect on employees' reporting of ethical problems and the moral courage partially mediates the relationship between the two on the individual level. Meanwhile on the group level, the results reveal that ethical leadership is positively related to the reporting of ethical problems and the ethical climate plays a fully mediating role between the two. In addition, the ethical climate moderates the association of ethical leadership with followers' reporting of ethical problems on the individual level in such a way that the effect of ethical leadership is stronger when the ethical climate is better. This research reveals the process and the boundary conditions of how the ethical leadership influences the reporting of ethical problems, which is significant for ethical management in organizations.
