Abstract Technology progress and the relevant economic and management variables are taken into the analysis framework in this paper to build a dynamic model of "transaction cost-agency cost" to depict the behavior rationality of the self-built channel by the manufacturers of bulk production materials. Then the provincial panel data of China from 2007 to 2012 are adopted to further test the results from the level of experience. The policy implications of this study are that in face of the impact of the new environment, the manufacturers have strong self-built impulses under the drive of interest, therefore the traditional intermediaries of bulk production materials should make efforts to reduce the agency cost and increase value added service to establish new competitive advantages by using the achievements of technology progress. Otherwise, service outsourcing in the field of bulk production material industry is not going to automatically happen under the guidance of the policy makers.
