Abstract In order to explore the mechanisms of business cluster’s formation and development under the background of world economic crsis, Linyi business clusters and Yiwu business clusters have been comparatively analyzed from regional advantages, public services, industrial interaction, developmental plight and strategic choice. It have been foud that business clusters have been formed and developed circulatively, the underlying motivation of business clusters’ formation and development stems from continuous and effective collaboration of strategic local governments and entrepreneurs, dominant forces of clusters protect cluster development in all key stages by effectively integrating resources around the business circulation, overall quality of the micro-bodies should be improved, the environment should be reconstructed; the organizations of the business cluster have been changed gradually, and cluster development have shown a tendency of dynamic regionalization and internationalization.
