Abstract The industrial relations are the foundational relation in the market economy. Law and institution regulating the relationship between capital and labor is very important to balance both parties' benefit, maintain social stability, and realize sustainable development of society and economy. Our country is in the process of transition, and the government devotes to constructing the harmonious and mutual industrial relations. We should implement the scientific outlook of development, transform governmental function, protect the labor rights, and promote the healthy, stable and sustainable development of social economy.
