Abstract The public employment service (PES) emerged in industrialized countries as a result of concerning about the social and economic impact of unemployment. Although there is a growing body of research that focuses on the effectiveness of counseling and monitoring activities of the PES, so far, empirical evidences are ambiguous. In the searching and matching models, the PES matches registered jobseekers with registered vacancy, and increases the effectiveness of labor market. By using the methods of survey, interview and statistics from local PES offices in Liaoning, we find the fact that although PES is integrally satisfying, there are obvious distinctions among different groups.
