Abstract This paper proposes a new way of income density-function measurement of pro-poor growth named "Poverty Sensitivity", which satisfies the improved axioms on the basis of the relationships among the changes in economic growth, inequality and poverty line. A detailed discussion is conducted about this new measurement's advantages and the disadvantages of GIC, PGC indices, and the new measurement method can be provided as the reliable means and the basis of empirical measurement of pro-poor growth.
