Abstract Technical efficiency is the source of the cultural industry development. The existing literatures lack the study on factors that affect the technical efficiency of cultural industry. This paper analyzes the factors affecting the efficiency of cultural industry, including the six elements, such as industrial policy, market needs and human capital. With the stochastic frontier model, the empirical analysis is tested based on the data in China. The kernel density estimation is used to analyze the dynamic evolution of the efficiency. Results showed that: about 46.7% of the composite error derives from the non-technical efficiency; the factors of industrial policy, market needs, human capital, urbanization and economic development are significant for promoting cultural industry, but the poor infrastructure restricts the technical efficiency; the distribution curve of technical efficiency has the left tail and low turbulence characteristics.
