Abstract Based on Path Dependence-Creation Theory, with the Fisher Optimum Split Method, this article uses Zhejiang Chunan County as a case study to explore the tourism evolution path in a county. The research shows that the evolution process of a county tourism is one during which the county tourism system keeps breaking the path dependence, creates the new paths and avoids the negative lock-in effect. From the dimensions of resource re-evaluation, cognitive renewal, system intervention, innovation encouragement, demand change, and external industrial interaction, this paper puts forward proposals for the transfer and upgrading of the country tourism development, builds a theoretical model for the county tourism evolution process as a theoretical basis for the county tourism evolution, which will serve as a valuable reference for tourism industry evolution in other counties.
