Abstract From the perspective of the changing internal and external conditions, expanding domestic demand and consumption will become the long-term strategy and the focus of promoting China’s economic growth. As an important link of production and consumption, commodity circulation plays an important role in the expansion of domestic demand. The development level and the structure of circulation have a direct impact on consumption. However, the siltation of circulation industry confines its role in domestic demand expanding. Therefore, a modern commodity system with high efficiency and low cost should be built with circulation structure adjustment to form a positive mechanism of circulation development and consumption growth.
