Abstract This paper studies the regional equilibrium and motivation difference of China’s OFDI by using the province-level panel data from 2003-2009. Result shows that there is regional non-equilibrium which is mainly caused by the difference within east China. Regardless of the differences in the east and mid-west regions, they show a positive convergence trend. The level of economic development for all regions has an important impact on their OFDI. OFDI is mainly driven by natural resource seeking, efficiency seeking and strategic asset seeking in the eastern region, by market seeking and natural resource seeking in the middle region, and by market-seeking in the western region.
