Abstract Due to dual economic structure for a long time, unbalanced development of urban-rural commerce and trade not only affects peasants’ income and consumption, but also hinders the transition of dual structure. This paper, from the perspective of division and transaction efficiency, explores the unbalanced development of the urban-rural commerce circulation. This article argues that difference in transaction efficiency between the agricultural products markets and industrial products markets leads to poor urban-rural commercial circulation, disorder in exchange relationship and occurrence of the “poor sales”. According to the reality of China’s rural markets, we should expand agricultural trade, enhance the establishment of the rural circulation network, build a comprehensive and efficient network of agricultural market information, develop various forms of intermediary organizations, and strengthen the construction of market system to reduce market risks.
