Abstract The definition of organizational learning and its scales take on diversity. Based on the comprehensive study on the main definitions of organizational learning and its scales home and abroad, the author, (1) redefines organizational learning, and (2) fitting on the redefinition of organizational learning, in the light of Churchill's scale development procedures, develops a scale on organizational learning, which includes discovery, acquisition, comparison, reflection, correction and memory six measurement dimensions and 18 measurement items, and (3) making use of two groups sample data of Chinese enterprises, tests the new measurement scale on organizational learning, whose results show its reliability and validity better.
