Abstract The cognitive of the power center is pivotally to Chinese gradual reform and displays the inertia under the circumstance of uncertainty and the bounded rationality, which is part of the reason of the path dependence. The character of the inertia is neutral and is caused by the cognitive pattern, property of the team cognitive and the culture, so it is necessary to hold the objective attitude and make its active effects on.
