Abstract Strategic human resource management (SHRM) holds that the formation of human resource management system (HRMS) should be fit with external environment, firm characteristics as well as competitive strategy. On the basis of this theory, this paper established a determinants model on the formation of HRMS, and proposed several hypotheses on the relationship among external environment, firm characteristics, competitive strategy and the formation of HRMS. We tested the hypotheses by using 133 sample firms. The results showed that the external enviorment and firm size significantly influence the formation of HRMS. However, part-time or full time HRM manager and competitive strategy has no obvious effects on the formation of HRMS. Finally, this study summarized the whole research findings, put forward the limitations and implications of this study, and mapped out the directions for future research.
