Abstract Today's society is in the VUCA era, and the scientific management based on Newton's thinking shows certain limitations. We need to create a new leadership system based on quantum metaphor, and quantum leadership came into being. This paper is aimed to explain the theoretical origins of quantum management and quantum leadership, to analyze and compare the differences between Newtonian management thinking and quantum management thinking, and to explain the conceptual connotation and characters and structure of quantum relationship. Through literature research, structured interviews and open questionnaires for 8 scholars and 26 enterprise managers, 14 categories of quantum leadership connotations were identified and 77 items were described. A total of 672 questionnaires were collected through two rounds of questionnaire survey. The questionnaire was analyzed by exploratory factor analysis and confirmatory factor analysis. After repeated refinement of the scale, it is showed that the quantum leadership in the Chinese cultural context has good reliability and validity through the reliability test and content validity, aggregate validity, criterion-related validity, and differential validity evaluation. The scale includes 34 items and 7 dimensions including personal enlightenment and universal enlightenment, connection and interaction, exploration and innovation, harmony and win-win, altruism and tolerance, enabling and do-nothingness, and reconstruction order. Comparing quantum leadership with service leadership and moral leadership, it is found that quantum leadership in the context of Chinese culture has certain transcendence and inspiration. This thesis has three theoretical contributions, combined with management practice cases to provide guidance for the implementation of quantum leadership.
