Linkage Mechanism in Local Administrative System Reform: A Case Study of Longgang City, Zhejiang Province |

Abstract: The local administrative system reform is an important part of the modernization of national governance. From the perspective of the holistic government theory, this paper systematically reviewed the administrative system reform in Longgang City, Zhejiang Province. It is found that after the town-to-city upgrade, Longgang innovatively realized the linkage of super-ministry reform and flattening reform with the “modular” operation mode and “trinity” grass-roots governance system, and activated the reform from physical linkage to chemical reaction. In the “trinity” governance model, the super-ministry reform is the foundation, and the flattening reform is the core. In the “modular” management, the superministry reform is the essence, and the flattening reform is the extension. The two-way reform based on “modular” and “trinity” not only helps to break the backtrack pressure brought by the rigid bureaucratic system after reform, effectively responds to the complex and diverse social needs in grassroots governance, alleviates the governance dilemma of “fewer people and more things” at grassroots level, but also ensures the sustainability of reform through two-way linkage. It has further enriched the theoretical content and practical experience of local administrative system reform.
