Abstract:Under the strategic background of the CPC Central Committees emphasis on regional coordinated development, regional judicial coordination, as the intersection of the construction of the rule of law in China and regional governance, emphasizes that judicial issues in the region should be examined as a whole. Regional judicial coordination not only constitutes a necessary part of the regional rule of law, but also conforms to the basic trend of regional development in China today, and also helps to eliminate the drawbacks of judicial localization. But at the same time, it also faces problems such as normative conflicts, insufficient institutional guarantees, lack of development momentum, and intra-regional imbalances. Correspondingly, the full coverage of the circuit courts of the Supreme People's Court across the country will help to effectively promote regional judicial coordination by reducing judicial localization, unifying the application of regional laws, and normalizing judicial cooperation. In this process, the circuit court should also pay attention to dealing with the contradiction between the “constructive” and “spontaneous” feature of the region, and bridge the gap between its own functional positioning and the goal of judicial coordination, so as to establish a joint conference system and “daily office”, thus continuously optimizing and improving the three types of regional judicial coordination mechanisms of “convenience”, “governance” and “communication”.
