In the context of transition, due to the differences of background, role function, structure and scale, occupation form, operation mechanism and resource dependence, three new types of social organizations have emerged in the field of grassroots social governance: hub type social organizations, professional social organizations and community social organizations. These three types of social organizations are distributed at both ends of “administrative” and “social”, presenting a continuum of gradual empowerment, two-way absorption, mutual benefit and symbiosis, and forming an open map of political and social relations between administrative “absorption” and “borrowing”, similar to “circle” but with fuzzy boundary. The essence of this relationship map is that the state, with the help of more flexible, circuitous and gentle means of social control, has constructed a “buffer zone” and “pressure reducing valve” between administration and society to meet the needs and express the interests.
