Abstract In this paper, considering the increasingly severe urban traffic congestion and the hard parking problem, the time-varying parking price is initially introduced to urban vehicle parking problem. Regarding minimizing the congestion degree of daytime vehicles and parking gap, a bi-level programming model for the parking pricing of logistics distribution vehicles is proposed based on the stochastic user equilibrium. Since the proposed problem is NP-hard, a hybrid meta-heuristic based on F-W method and genetic algorithm (GA) is developed to solve it. The corresponding numerical analysis is carried out according to the actual situation that shows that during the congested period of time, the time-varying parking pricing measures can well alleviate the peak traffic congestion and the problem of difficult parking. Finally, the paper presents the relationship between the toll price and the number of congestion and parking, which provides suggestions for the traffic department to formulate the parking pricing policy.
