Abstract Based on the theoretical analysis, using the panel data of 31 provinces in China from 2000 to 2013, this paper established the panel threshold regression model in order to test the threshold effect of the tourism development on poverty alleviation. Estimation result showed that there was dual threshold effect of tourism development on poverty alleviation when economic development level was used for the threshold variable. However, with tourism resource and traffic condition for the threshold variable, the nonlinear relation between tourism development and poverty alleviation presented a triple threshold effect and single threshold effect respectively. As the threshold variables changed in different stages, tourism development did not always contribute to poverty alleviation. Finally, some advices were put forward in terms of ideological concept, development path, policy, and safeguard measures on poverty alleviation by tourism development.
