Abstract The deterioration of the environment and energy crisis have threaten to human survival and development, the final way to break through the bottleneck of resources is the development of low-carbon economy. Along with the post-kyoto era, promoting the low-carbon competitiveness of enterprises is an important way to maintain the survival and development. The key to improve the competitiveness is accumulating more and more carbon-assets, it is the important headspring of it. We identify the carbon-assets, carbon-intangible assets, carbon-tangible assets, and try to classify carbon-intangible assets, then construct the evaluation index about carbon-intangible assets of reducing emissions and carbon-intangible assets of quotas according to the different types of carbon -intangible assets，last list the systematic evaluation method.
