Abstract Considering the loan management practice of censoring and granting in China and the credit rationing decisions about whether to grant rural household credit rationing and how much to be granted, this article, using the double-hurdle model, empirically analyzes the differences between two-step decisions of credit rationing by using 1107 households data from rural Shandong Province. Accordingly, this article discusses some major issues for concern and proposes directions for rural finance reform which is supposed to be connected with land transferring in China.
