Abstract In the context of relatively weak research on FDI effects of commercial and circulation industry, considering the characteristics of retail industry, and based on general FDI spillover theory, this paper puts forward four theoretical hypotheses about the intra-industry effects of FDI on retail industry. Employing 1999-2009 panel data of Chinese provincial areas, this paper empirically tests these hypotheses. The result shows that: (1) the intra-industry effects of FDI on retail industry present a significant heterogeneity between different regions. Both "spillover" and "crowding-out" are found, and the regional distribution shows apparent regularity; (2) high "quality" FDI has more spillover than high "quantity" FDI. Moderate FDI is the important prerequisite of "spillover effect"; (3) the changes of FDI regulations, policies and the competitive environment have significant impact on domestic retailers’ performance. The four theoretical hypotheses are confirmed.
