Abstract This paper presents a new type data, and the author named it as cross-hierarchical-data. When we use this data for comprehensive evaluation，there are two problems confuse us, one is the results weighted by columns unequal to that by rows, and the other is the results based on partial evaluation units are different from that on all. In the relevant factors on the basis of the analysis, the author provides some solution to the problems.
