Abstract Modern Retailing is not only a kind of network industry but also a competitive commerce platform with two-sided market characters. Slotting allowance is the access pricing to the platform, through which sellers can provide the product to consumers. Meanwhile, the retail chain has significant characteristics of a weak natural monopoly industries, for access charge regulation effects of study should start from this important feature. This study concluded that access charges for large retailers, violates the regulation of economic rationality, and large specialty retailers and the level of access charges relevant agencies need to economic regulation.
