The Start-up Enterprises in the Industrial Clusters can obtain extra returns from the resources advantages and acquire development potentials. Entrepreneurs' pursuit for Industrial Cluster Rents is an internal driver of entrepreneurship. But the entrepreneurs may encounter some constraints in this process, such as absorbing knowledge ability, innovation ability, entrepreneurship modes, and the periodicity of Industrial Clusters Rents. Breaking through these constrains will be the key to incubating a Start-up Enterprise in the Industrial Clusters.
