Abstract Based on the synthesis of existing research,The paper explains the externality of tourism industry based on the externality theory,analyses the external diseconomics and erternal economics of urban tourism,and illustrates the attributes of tourism resources and products and the requests to the public administrative system of urban tourism.In connection with the current six representative patterns of administrative system of urban tourism, this paper pointed out that the administrative system of urban tourism should be straightened out, and the public administrative system of urban tourism should be redefined from the aspects of both functions and powers balance.
