China’s Regional Total Factor Carbon Emission Performance and Influencing Factors Analysis |

Abstract The method of linear data transfer function is used to deal with the non-expected output—Carbon dioxide during the production process. Then, BC2-DEA and Malmquist index are utilized to measure static and dynamic carbon emission performance of China’s 29 provinces during 1995-2009. The results show that: China’s total factor carbon emission performance contains significant regional characteristics. The total factor carbon emission performance in mid-west regions are lower and the energy efficiency is low, economic growth is mainly dependent on factor inputs rather than efficiency improvements, the task on saving energy and reducing carbon emission is arduous. The empirical results about influencing factors of the total factor carbon emission performance show that various factors are different to CE and MCPI. In conclusion, this paper puts forward current proposals of energy saving and emission reduction.
