Abstract Since the reform and opening up, tourism environmental governance has been placed at an important position, and has been continuously improved in practice. However, we must clearly realize that the situation of today’s tourism environmental governance is still severe. Facing opportunities and challenges of domestic tourism economic situation and environmental protection, a new paradigm of tourism environmental governance must be found. The new one lies in the following aspects: making the tourism environmental governance behavior become the joint behavior of enterprises, public (including tourists and residents) and governments; integrating the aspects of resources product, industrial structure, policy system and consumer behavior into a dynamic ecological system; striving to build the resource-efficient and environmentally friendly tourism industry.
